The Federal Lifeline Assistance Program was established by the Federal Communications Commission (FCC) in the 1980s during the Reagan Administration. The core goal of the program was to ensure that low-income households have access to the absolute basic telecommunication services through the means of a government subsidized program. With affordable access to connectivity, consumers can contact their family, friends, workplaces and most importantly 911 emergency services and healthcare facilities.

In 2005 the Lifeline Program was upgraded under the Bush Administration to be more in-tune with the current times and was made to include wireless phone services as well.

In 2021, the FCC established The Emergency Broadband Benefit Program to provide support for broadband services and certain devices to help low-income households stay connected during the COVID-19 pandemic. This program was changed to the Affordable Connectivity Program and the purpose of this change was to ensure that people can afford the internet connectivity they need for employment, school, healthcare, and other purposes.
